Seems like this info may have been updated. As you noted mongo_set_timezone(‘-08:00’) now takes a string value where the value will be interpreted as the offset from the GMT. Just do a:
mongo_set_timezone(‘-08:00’);
and all should be good. From the mongo_set_timezone(const str $value) example in the docs:
Accepts a timestamp or a string representing a valid RFC-822
timestamp. A string should consist of the abbreviation of the
timezone (such as “PDT” for Pacific Daylight Time)
