Recently, some questions on Stack Overflow have been closed for being off-topic for the main site, and then migrated to sites like Programmers. This is where the questions finally ended up after they were closed, and after much effort on the part of both of us.
My question is: is there ever a good time to recommend that a question that is off-topic for the main site be migrated to a sister site? For example, when is a good time to recommend that a new user be steered away from Stack Overflow and towards Stack Overflow Meta?
I like to have a reference point for what constitutes off-topic or on-topic for the site. It is hard to tell when a question is clearly off-topic and should be closed, but a question that has been closed for being off-topic usually requires migration to a sister site before the former questions finally get closed and their votes are redistributed.
My question is, is there any way of deciding whether or not a question is sufficiently off-topic to warrant migration? Is there any consensus on this subject amongst the Stack Overflow moderators?
