This is in fact a specific privilege (I think it’s called Logon.Services) which is typically granted to some system account (I’d assume the Local System account). That means that the user can see its own settings but not those of other users. So, no, there’s no way to view other users’ settings with Task Scheduler, and no, that user cannot view the Task Scheduler settings of another user, as they’re simply not allowed to.
(As another answer has pointed out, this may not be the case anymore. Microsoft has deprecated the Logon.Services privilege but I don’t know if or how that affects Windows 10. Still, the setting is hidden away and doesn’t seem to work properly in any case, so it’s probably an obsolete setting.)
