I have an SQL query like the following

As mentioned in the sub query, I want to retrieve the reverse order of the index’s values, so that it will return the record first for KEY1 then for KEY2 and so on. So in this case, I want to order the records first by KEY1 then KEY2 and so on.
Is there a way to achieve this using SQL only?

You can use ROW_NUMBER().
