From a 12/4/1998 article by Jonathan Clements at Vulcan Central, it was established that the youngest Vulcan ever recorded to have died was a student named Yui Hirasawa who died on February 23, 2004 (presumably young Elphel had died previously).
The next oldest Vulcan recorded to have died was:
Kelara of Irda died on June 2, 2001, a few years after the birth of Elphel, the 11th Vulcan born.
Lastly, with the very latest news, the most recently reported Vulcan to have died was non-human Spock in his 90’s.
