I understand that buying a new car would be bad for the economy in general. But wouldn’t requiring Jeff to purchase a new vehicle without his consent make it even worse?

If he’s already been indicted, then there’s a pretty high bar to defending him on the grounds that it’s bad for the economy, because it may be unconstitutional. (A car isn’t property, after all.)

However, in this case, if the company is trying to get their money back, the economy is probably better off if Jeff and the company are not forced to go to court to argue over the rights to the money, and instead, just give it to the government.
