how to convert TIFF images to JPEG or JPG image formats in C++ using pixel by pixel?

I would like to convert images of any formats (TIFF,JPEG or JPG), from a text file into pixel by pixel format. I should be able to save it as a JPEG, JPEG, or JPG files.
It can be in any programming language but C++ would be preferred but I guess not Python, Matlab, R or Octave.

I don’t have any experience in C++, but I have used imagemagick to do similar things before.
You have probably heard of the GDAL library in Python that can read tiff images as well.
Given all that I’d just try to get something that works and use a scripting language if you are stuck with it.

Combat is repetitive to the point of annoyance, with the only change being the ability to selectively dodge different enemy attacks. There is minimal interaction with your teammates, who are more interested in auto-attacking your location than helping you.

The story is too simplistic, with the dungeons being too easy to complete, letting you skip steps and skip through scenes.

There are too many useless characters, in the form of attacks, and there is no option for upgrading them at all.

There is no sense of progress, and no incentive to change your character’s default appearance.

Minimal voices for the characters, and no voice acting at all for cutscenes.

The graphics are very flat, especially for an RPG game. The landscape graphics in particular look like pieces of a pre-rendered screenshot, and the character art in particular looks too flat.

Ad-injections with ads for other games you might have played or for other games you might be interested in, the last one even comes on the title screen. The artwork for those ads look just as bad as the rest of the title screen. I have no idea what sort of record is kept by Google Play on how long a game has been approved for, but Google must be starting to lose faith in their own reputation.

This game would be an epic fail if it were on mobile devices, but for the sheer cost of this game as an Android app, it would be a no-brainer to be rejected.

The rating is way too high for something with nearly zero gameplay, and the gameplay aspect is so terribly boring and repetitive I can’t even get past the first or second dungeon. I’m not exaggerating, the battles are so boring it’s absurd, the character’s just stand there and grunt and then it’s back to auto-attacking enemies that were literally just standing next to them…

Also, the ad-rewards are literally advertisement for other games, and the second one even starts playing after the game begins. The name of the game should be changed so it’s actually truthful, and the ads should be removed from the App Store.

So this game is basically a basic hero shooter where the only fun thing to do in combat is hold the joystick perpendicular to the ground and tilt your screen like a drunken fool?

You can see enemy attacks coming before
