Spread out over many of the nation’s largest cities, are massive police departments armed with guns and have budgets that are larger than a small country.
In Los Angeles, for example, it’s estimated that police officers alone cost the city nearly half a billion dollars a year. That’s more than the state of Maryland pays for the entire state police department. And in the district of San Bernardino, California, officers are responsible for $250 million in annual costs.
To put that in context, the District of Columbia has an annual budget of less than half a billion dollars.
So how did a quiet district in the central part of the country end up with police departments that are 16,000-strong and that have an annual budget, which is larger than the average annual revenue generated by Disney’s theme parks?
Because of the US’s “militarization”, to use the word favored by political analyst James Corcoran. This development is a “side-effect”, to use the words of political analyst Michael Harmel. But just like a leg is a side-effect of someone’s body, so too is gun ownership.
That has led to an increased number of police officers being killed. And more guns coming into the hands of those officers, as they walk into the area of work.
So the question is, how can anything be changed?
To tell the story of a district that is 20% white and 80% African American in the heart of the US, you need to travel in a country whose most well-known historical names are the likes of Abraham, George, Thomas, and Teddy.
In this race, however, the current elected police chief of Los Angeles, is Bernard Parks. He is the first black to ever hold the post. And he is a leader of a new generation of African Americans in the city.
