when marley’s music was first recorded the people of jamaica were struggling against the worst effects of a severely stagnant economy. in november 1982 the jamaica labour party (jlp) came to power. chaka demus had been the last jlp leader but was removed, disgraced and briefly imprisoned, during the campaign to oust president edward seaga. under the jlp the state apparatus became increasingly obtrusive and inefficiency increased. the government brought in a series of ‘do nothing’ governments. in fact, the jlp regime was so ineffective, maladministered and completely unresponsive to anything but its own interests, that the title ‘first, do nothing, then talk about it’ seemed to be its motto. one of the most important developments was the creation of the jamaica public service board (jpsb), one of the key pillars of which was the jamaican broadcasting commission (jbc).
the new state, without the old, meant that the people could no longer trust the jbc, the jpsb or the government generally. and the jbc, which had become much more than a radio station, used the power that the marley’s gave it to publish a publication that became an organisation, the jbc, which used to print a newspaper, an alternative news paper, called the jamaica observer. it was a local paper, but it was also a forum for all jamaicans to express their views on issues. the marley’s were not the only ones who used the jamaica observer to voice their criticisms of the jlp. the manning marable’s book, the politics of race in the 1980s, and the caribbean studies journal were published there. so too was a more critical version of their own newspaper, the rastafari time, which featured many powerful essays and articles, but its direction and tone seemed to indicate that many contributors regarded the observer as a left-wing organ. so they must have regarded it when it was initially being printed in a print shop, in the basement of tuff gong. but the jbc, by the time that catch a fire was released, had turned into an advocacy machine with a mission of its own and it was no longer a paper that would critique the system or the players within it.
