Is there a subtyping relation between these two classes?

I’m trying to understand what the actual relations between these classes are, without knowing which one of these 2 is generic and which one is concrete.
First class:
public class Foo where T : Foo

Second class:
public class Bar : Foo

From my understanding, Foo’s constructor (Foo) implicitly adds Foo as a constructor parameter. But Bar’s constructor says nothing about which class it’s inheriting from, so Bar’s constructor has nothing to add to it.
I’m a bit confused because my understanding is that Foo and Foo are completely unrelated types and inherit nothing from one another. Can someone explain which of these 2 classes is generic and which is concrete?
