I’ve made an animation using the new animation UI. I’ve included the files in the link below. I’ve cut out a couple of frames of it. You can see how the animation is made up of many layers and I’ve used the new animation tool to compress everything into one symbol which will then open and close automatically as the animation plays. This will save time in the case where you have to make many animations for a project and want to be able to display the animations quickly and easily. I hope you like it and that it helps.

Best way I can think of to do this is to take a look at the “Rigid Auto Symbol” plug-in. It’s available for after effects, and I guess it could be used in Premiere. It allows you to create an animation symbol (rigid body) which includes multiple keyframes. All the characters are held together, so you can change their position and rotation, but it’s the same symbol.
To use it, place a blank symbol and select “Create Rigid Body” from the toolbar. Click ok, choose your character and keyframes. With all the characters selected, I think you can use “Create Anim Clip” to make a symbol out of all the clips. The effect is exactly like your screenshot. You can then use any techniques from gaffer to get it into the timeline in any way you prefer.
It allows you to add / remove keyframes, alter the order of the keyframes, synchronise and scale keyframes

This extension was designed to work with the new Layer Binding field on layer properties so that individual layers are allowed to move.
Existing Layer Binding works as follows:
If no value is given for the Layer Binding field, all of the layers will move together.
If you give a value of No or Auto it will mean that the layers will not move.
If you give a value of one to the Layer Binding field, only that one layer will move.
If you give a value of the form “Layer 1, Layer 2,…, Layer n” it means that the layers will move from the first Layer down to the last.

I’m wondering if you are aware of this excellent free and open source extension, written by Mike Zwicker, editor and developer of Alchemy. It supports the latest Flash Player and works with both standard movie clips, and frame-by-frame animation:

It allows you to very quickly produce animations and to paste them into a new shape, then control animation clip properties from the frame-by-frame keyframes, including:

Naming
Alignment
Animation
Loop
Playback

You can even move the animation clip around the stage freely.
