Shut It is a Windows Shutdown Monitor, designed to detect system
shutdowns.
The Shutdown Monitor includes a System Shutdown Timer and an
Idle timeout. The Idle timeout starts counting once the system is idle
and will timeout after a period of inactivity.
Once the Idle timeout expires the Shutdown Monitor checks if there
are any known Shutdown codes being displayed. If so, the Shutdown
Monitor will perform the code of the Shutdown. This is useful if you
want to shutdown your system but don’t want the desktop/Start menu to
appear.
If the Shutdown Monitor detects a Shutdown, it will show a popup warning
message with a “Reboot” button. If clicked, the Shutdown will be
changed to a “Reboot” and the system will be rebooted. Also in the
Shutdown Warnings dialog, the Shutdown Warnings cannot be cleared –
you can clear old warnings at will.

I had a similar problem recently. I wanted to create a shutdown monitor, that would ask the user if they want to shut down or not – if they click No, they will be brought back to the login screen.
I tried a couple of shutdown monitors, and none of them met my requirements. In particular, I wanted the monitoring to be done on a scheduled basis (every minute or every hour), and for the login screen to be displayed when the shutdown was requested.
Here’s what I did to solve my problem:
1. Add a scheduled shutdown using the Task Scheduler (the GUI)
2. Create a service using the GUI
3. Add a shutdown monitor using the.NET framework classes and related controls
4. What makes this solution unique is the approach I used for creating the scheduled shutdown. This is fairly straightforward to do, and you can easily set up multiple shutdowns as well as an idle timeout.

Shut It Checker:

If you are running any of these Windows versions, you can uninstall the Shutdown Checker app (Reboot required) and you can also delete this app from the Local Disk %APPDATA% directory.
If you don’t like what you see on this page please delete Shut It. If you want to try to stop this Shutdown Checker then please uncheck Reinstall on Shut It’s Settings page. The Shutdown Checker isn’t a normal program, it’s a service and you cannot simply uninstall it.

This program is typically used to close down a System Shutdown, but may also be used to monitor and control log-offs, hibernate and suspend requests as well as an extension to the system idle timeout functionality.

Upon receiving a shutdown request, Windows sends a WM_QUERYENDSESSION message to process and window classes so Shut It can determine whether it is a shutdown, logoff, hibernate or suspend request. It also uses a few other techniques to verify this too.
Shut It then compares the timer to the user defined timeout and performs the requested action if there is a difference.
Shut It can be scheduled to run at a given time and it will check for shutdown, logoff, hibernate and suspend requests.
By checking the Shutdown Requested Dialog Box checkbox, you can specify whether a shutdown, logoff, hibernate or suspend is detected.
If there is a system shutdown scheduled for this time, Shut It will only run after the scheduled shutdown has completed.
