As the huge demand for cocaine grew, the drug’s illegal market continued to expand. In 1986, one pound of cocaine cost $32,000. Eight years later, the same pound cost over $100,000. With this, crack – cocaine – came to the attention of white middle-class Americans. Like their Dominican predecessors, these customers drew their admirers. Soon, an illicit business would be born. And all of this would occur not in New York or New Jersey, but on the other side of the Atlantic Ocean in Western Europe. Starting in Amsterdam in the 1980s, the crack explosion brought white hedonists to the Netherlands, and in the early 1990s would spread to other European cities including Manchester in England. There, the same epidemic would gradually reach the United States as well. It happened earlier in the drug business, but no industry had ever seen a supply explosion like the one about to occur.

In the 1980s, crack cocaine arrived in the United States. The concept was based on two inventions, a milk extract, and a chloroform. To that, cocaine users added baking soda and water. It was a non-flammable mix, but resembled candy more than powder. Some people got high by sniffing the mixture, while others smoked it. Crack became cheaper to produce than powder, with a higher purity and hence a higher market value. It was sold by street level dealers. In 1981, crack hit Harlem, followed by other large cities. Chicago, the Motor City, and elsewhere in the country saw steady increases in the presence of dealers and users; Baltimore, in particular, experienced a surge in street-level drug activities. In the nation’s capital, drug activities paralleled the growth of the police force: In 1980, there were 2,000 drug arrestees; by 1991, there were 10,000.

In the early nineties, crack cocaine became less marketable. Users began sniffing the drugs. Its use grew, but mostly in groups of three or more, unlike the solo user of the powder form. In the new drug world, crack users went unsupervised, and crack dens were places to meet friends, eat, and socialize. Meanwhile, crack-related crimes increased, with serious violence, such as the “game” of “shooting at rival gangs, selling stolen goods, and other forms of robbery to sustain the crack habit”.63 A crack neighborhood was one within which crack addicts were invisible; many could not speak English, and had no jobs. Crack users, when not working, spent their time in dark, windowless rooms, or on the street, where they strolled, rode bikes, and smoked. Crack denizens were prone to bacchanalian behavior. In an interview with Bruce Wright, a famous crack dealer in Washington Heights in the 1990s, he explained that crack den dwellers were loud, they urinated and defecated in public, and their cars were parked nose-to-tail down the block.65
Once hooked, the crack fiend had to maintain that addiction by smoking crack continuously and buying drugs in bulk whenever he or she got low. Their bodies would not function without the drug, Wright told me. To the addict, a good hit-a two-inch line of cocaine-was a twenty-five-minute vacation from reality.65
Wright noted that crack cocaine users, going by ragged appearance, were not necessarily poor users. He claimed that many of his customers were “college kids, investment bankers, members of Congress, wealthy.” The drug’s appeal, he explained, was its “lack of danger.
